東京電力は、計画停電（輪番停電）を今夏だけでなく、今冬も続けなければならない、との見通しを明らかにした。東日本大震災の津波で、福島県と茨城県の大規模火力発電所が、現時点で復旧の見通しが立たないほど壊れていることが分かったためだ。
